Project Manager - Central Utilities Building / Incinerator / Wastewater Treatment

Project Manager — Central Utilities Building / Incinerator / Wastewater Treatment

PURPOSE

The Project Manager — Central Utilities Building (CUB) / Incinerator / Wastewater Treatment is accountable for the planning and delivery of the utilities and environmental-infrastructure scope within a greenfield API and DP manufacturing campus.

Reporting to the API / DP Greenfield CapEx Project Lead, the role leads the assigned scope from design development through procurement coordination, construction, commissioning, performance testing, qualification where applicable, and operational handover. The role ensures utilities and treatment systems are available, reliable, and capable of supporting campus start-up and sustained operation.

This position will ultimately be based in New Albany, OH. Initially, however, significant travel to the design firms will be required until the design and construction teams transition onsite, anticipated for mid- to late summer 2027. Some remote work will also be necessary until an onsite office is established, potentially as early as March 2027.

We would prefer candidates to be currently residing in the Eastern and Midwestern sections of the United States. Relocation is available.

  • Steam, heating, cooling, chilled water, compressed air, gases, water-treatment systems, and other assigned campus utilities;
  • Utility storage, pumping, distribution networks, metering, controls, and connections to user facilities;
  • Incinerator, waste-feed preparation and transfer systems, emissions controls, monitoring systems, and residue-handling interfaces;
  • Wastewater collection, stream segregation, equalization, treatment, monitoring, and discharge systems;
  • Interfaces with incoming utility services, manufacturing demand, tank-farm operations, site drainage, and waste logistics;
  • Temporary utility arrangements and permanent utility availability required for construction and commissioning;
  • Equipment testing, integrated commissioning, performance demonstration, and transfer to the operating organization.

Capacity, and Design Integration

  • Establish the area execution strategy, scope baseline, system boundaries, delivery packages, and acceptance requirements;
  • Consolidate utility demand and waste-stream requirements from manufacturing and support facilities;
  • Coordinate capacity, load diversity, redundancy, turndown, reliability, and future-expansion requirements with responsible stakeholders;
  • Lead design reviews covering operability, maintainability, equipment access, isolation, monitoring, and emergency operating conditions;
  • Define interfaces and battery limits between central systems, site distribution, and building-level systems;
  • Track changes in manufacturing demand and assess their effects on utility and treatment-system design.

Cost, Schedule, and Procurement

  • Own delivery against the approved area budget and schedule, including forecast inputs, progress assessment, and corrective actions;
  • Coordinate procurement packages and long-lead equipment priorities with Project Services;
  • Lead technical specifications, technical bid evaluations, vendor reviews, and equipment acceptance activities;
  • Assess proposed changes for capital cost, lifecycle implications, schedule, capacity, and operating performance;
  • Establish utility-availability milestones linked to manufacturing construction, commissioning, qualification, and start-up.

Environmental Compliance and Safety

  • Coordinate with EHS and permitting specialists to incorporate permit conditions, emissions limits, discharge requirements, and monitoring obligations;
  • Ensure design inputs address expected waste characteristics, operating ranges, abnormal conditions, and required safeguards;
  • Coordinate process-safety reviews, hazardous-waste interfaces, fire protection, emergency response, and safe maintenance requirements;
  • Ensure compliance-related design commitments and testing requirements are tracked through completion.

Construction, Commissioning, and Performance

  • Direct assigned construction activities through delivery partners and resolve equipment, piping, controls, and civil interfaces;
  • Coordinate safe energization, utility introduction, commissioning access, and transition of system ownership;
  • Lead integrated testing of utility generation, distribution, controls, and treatment-system interfaces;
  • Coordinate performance testing against approved capacity, reliability, emissions, discharge, and other acceptance criteria;
  • Coordinate qualification of applicable utility systems with Quality and C&Q;
  • Develop contingency arrangements for utility or treatment-system delays that could affect campus start-up.

Operational Handover

  • Ensure operating procedures, operator training, maintenance plans, calibration requirements, asset records, and critical spares are ready;
  • Transfer monitoring requirements, permit-related operating obligations, vendor support, and warranties to responsible site functions;
  • Close or formally transfer outstanding defects, residual risks, and post-start-up performance actions;
  • Support stabilization of utility and treatment systems during campus start-up.
