Deputy Director State and Local Government Affairs
YOUR TASKS AND RESPONSIBILITIES
The primary responsibilities of this role, Deputy Director State and Local Government Affairs are to:
Reporting to the Vice President of State and Local Government Affairs, the Deputy Director of State and Local Government Affairs is responsible for managing Bayer’s public policy priorities in six states in the United States, including: Texas, Oklahoma, Louisiana, Arkansas, Arizona and New Mexico.
The core responsibility of this role is to engage with state and local policymakers on behalf of Bayer. The Bayer lobbyist in this region will create and execute legislative strategies to support Bayer's business objectives in consumer health, crop science and pharmaceuticals.
The Deputy Director of State and Local Government Affairs also works with key trade associations, industry groups and NGOs to advance Bayer's public policy priorities at the state and local levels of government.
Additionally, this position is expected to maintain strong internal relationships with leadership at Bayer sites located within the region.
- Responsible for managing Bayer’s government affairs in front of state and local legislative and executive branches in a multistate region of the US;
- Coordinates and executes Bayer’s lobbying, political giving and grassroots engagement strategies in his/her/their respective region;
- Identifies, analyzes and communicates legislative and regulatory issues, as well as trends and emerging issues that could have a potential impact on the Bayer business divisions;
- Executes strategies to improve Bayer’s corporate reputation with government stakeholders;
- Responsible for promoting policies that maximize the sales and profitability of Bayer’s products and business operations in the states;
- The role, both personally and through the state and local government affairs team, represents Bayer before the highest level of state government by building strong, enduring relationships with state government officials;
- Maximizes the effectiveness of trade associations by participating in state specific workgroups and communicating key Bayer priorities, the impact on our business and the imperative to support them proactively;
- Builds state or regional coalitions of associations, NGOs and advocacy groups that broaden our support and effectiveness;
- Manages political consultants in region;
- Drafts legislative and regulatory proposals, written summaries or updates, letters to state government officials and prepared testimony;
- Responsible for ensuring Bayer’s compliance with all applicable state laws in his/her/their region;
WHO YOU ARE
Bayer seeks an incumbent who possesses the following:
Required Qualifications:
- The Deputy Director of State and Local Government Affairs will have 10 or more years working in government relations, including state and/or federal government experience at a senior level;
- Collaborative working style that creates buy-in and commitment from colleagues and key external stakeholders;
- Exceptional understanding of state and local public policy development and politics in the region;
- Strong strategic planning skill and the ability to be forward-thinking and proactive on legislative, regulatory and public policy issues;
- The skill to manage often competing business interests and develop plans that reflect the best interest of Bayer;
- Ability to work comfortably in a fast–paced environment where priorities and direction may change frequently;
- Demonstrated record of excellence in execution;
- Success in applying knowledge of facility infrastructure, tax, economic development and work force public policy issues in the legislative and regulatory arena;
- Proven ability to effectively interact with employees at all levels of the Bayer organization, including senior management;
- Must be professional and have the ability to handle people and situations with tact, diplomacy, discretion, confidentiality and a sense of urgency;
- Demonstrated strong interpersonal skills with impeccable ethics and a high-level of integrity;
- Strong time management, budget and organizational skills required
- Exceptional verbal, written and listening skills;
- This position will require up to 50% domestic travel with primary work located in the region.
Preferred Qualifications:
- Prior experience working for a legislator, a legislative body or a Governor is preferred;
- Significant corporate and association experience and an advanced degree in law and/or public policy is helpful but not required.
- Preferred candidate should reside in Texas.
Employees can expect to be paid a salary between $144,640 to $216,960. Additional compensation may include a bonus or commission (if relevant). Additional benefits include health care, vision, dental, retirement, PTO, sick leave, etc.. This salary range is merely an estimate and may vary based on an applicant’s location, market data/ranges, an applicant’s skills and prior relevant experience, certain degrees and certifications, and other relevant factors.
