What You Will Do
As the State Registration Manager, you report to the Head of Strategy & Innovation – Glyphosate. Your primary role is to manage and execute state level regulatory activities for glyphosate containing products across the United States. You will support and maintain market access by securing and defending state registrations, ensuring compliance with evolving state requirements, and providing clear guidance to asset and business teams.
Key Tasks and Responsibilities:
The primary responsibilities of the role of State Regulatory Manager – Glyphosate, are to:
- Develop and implement state registration strategies to obtain favorable registrations and defend existing glyphosate registrations across all US states;
- Manage the state regulatory activities necessary to support glyphosate business needs, including state registrations for New Active Ingredients, Section 3, Section 24(c), Section 2(ee), Section 18, Experimental Use Products (EUP), and related actions, in alignment with federal approvals;
- Influence State Lead Agencies to obtain timely approval of pending petitions, applications, and other regulatory actions through proactive communication and follow up;
- Lead or support asset team discussions on state submission strategies and collaborate with functional experts to ensure the necessary scientific data, studies, documentation, and information are available on time;
- Compile and submit required state registration applications and supporting documents for glyphosate across all relevant states, ensuring completeness and consistency with federal labels;
- Maintain and update regulatory tracking systems/databases for glyphosate products, including status of state registrations, renewals, and key conditions;
- Forecast state registration fees annually, track and adjust forecasts as needed, and coordinate payment of new product fees and annual renewal fees;
- Prepare and submit state renewals and licenses for glyphosate products with appropriate supporting documentation;
- Provide asset and business teams with interpretation and confirmation of state regulatory requirements, including any state specific conditions, restrictions, or label nuances;
- Maintain compliance with state registration and labeling requirements by monitoring changes in state regulations and ensuring Bayer processes and labels reflect those changes;
- Manage the development of state acceptable labels and ensure compliance with state regulations by working closely with business teams and label specialists during federal and state label development and submission;
- Maintain current awareness of state pesticide regulations and foster strong working relationships with key state regulatory authorities;
- Convey critical knowledge on state registration status and requirements for glyphosate products to relevant managers, scientists, and asset teams to reduce regulatory hurdles and support timely decision making..
Required Qualifications:
- Bachelor’s degree in a relevant scientific or technical field (e.g., Agronomy, Environmental Science, Biology, Chemistry, Regulatory Science) with 8+ years of relevant Regulatory Affairs experience or Master’s degree with 6+ years of relevant Regulatory Affairs experience
- Experience working under FIFRA with pesticides and familiarity with state registration processes;
- Experience adhering to regulations and requirements for submission of registration applications and dossiers;
- Intermediate understanding of the agronomic / crop protection industry and competitive landscape;
- Proficiency in Microsoft Office applications and comfort working with databases or tracking tools;
- Capability to provide practical guidance and timeline estimates to asset teams regarding policies and procedures of State Lead Agencies;
- Highly developed written and oral communication skills, with the ability to prepare clear, well structured submissions and correspondence;
- Scientific knowledge of areas relevant to the state regulatory process (e.g., environmental safety, human safety) sufficient to understand and explain key issues;
- Ability to construct persuasive documents to support or defend registrations when responding to state agency questions or concerns;
- Strong negotiating, influencing and problem solving skills, with a proactive, solution oriented mindset;
- Demonstrated ability to work well in a team environment, collaborating effectively with colleagues in Regulatory, Strategy & Innovation, Legal, Stewardship, and Commercial.
Preferred Qualifications:
- Direct experience managing state registrations for crop protection products, including label reviews and state specific conditions;
- Experience interacting directly with State Lead Agencies (e.g., State Departments of Agriculture, environmental agencies);
- Experience with high visibility or widely used actives (e.g., glyphosate) or other herbicides;
- Experience working in a matrixed, multi functional organization.
This posting will expire on 7/14/2026.
Employees can expect to be paid a salary between 114640.00 - 171960.00 per year. Additional compensation may include a bonus or commission (if relevant). Other benefits include health care, vision, dental, retirement, PTO, sick leave, etc. If selected for this role, the offer may vary based on market data/ranges, an applicant’s skills and prior relevant experience, certain degrees and certifications, and other relevant factors.
